The Roads and Transport Authority (RTA) in Dubai is enhancing its transportation offerings with the launch of the “Takamul Permit” service. This initiative aims to streamline the commercial transport sector, particularly by integrating the luxury car and car rental markets.

Jamal Al Sadah, Director of Commercial Transport Activities at RTA’s Licensing Agency, explained that the permit facilitates collaboration between limousine companies and car rental firms. This allows for the temporary use of luxury vehicles, fostering mutual benefits for the RTA and the business sector. “The service integrates luxury passenger transport with the car rental sector in Dubai,” he stated.
This new service also benefits end-users, including tourists, residents, and visitors, who can now hire a luxury car with a chauffeur for up to one month, subject to specific regulations. Al Sadah noted that the “Takamul Permit’ establishes a comprehensive and flexible regulatory framework to enhance the car rental sector across all categories.” The RTA has updated its regulations and developed systems to cover all car rental activities under its jurisdiction.
Companies participating in this service are required to adhere to the terms and conditions governing the hire and operation of light vehicles, as well as regulations for deluxe passenger transport in Dubai. Requirements include registering rental contracts, enrolling deluxe transport companies, and listing drivers in the electronic Transport Activities Rental System (TARS).
To qualify for the permit, both car rental and luxury transport companies must have a shared member listed on their commercial licenses. Customers can apply for the permit through the RTA’s website, by following the outlined steps. This initiative is expected to contribute to an enhanced quality of life and offer a luxurious lifestyle experience for visitors and residents in Dubai, aligning with the city’s commitment to providing distinctive services.
