Delhi EV Policy 2.0: Aims for Near-Total EV Adoption
The Delhi government is set to implement its Electric Vehicle (EV) Policy 2.0 beginning in April 2025, replacing the existing framework. The primary goal of this updated policy is to achieve a striking 95% EV adoption rate in new vehicle registrations by the year 2027.

The Delhi government stated that the new policy is designed to “accelerate the national capital’s transition to electric mobility while strengthening its position as India’s leader in electric vehicle adoption.” The initial Delhi EV Policy, introduced in 2020, was among the most comprehensive in India. After expiring in August 2024, the policy was extended multiple times.
Key Highlights of Delhi EV Policy 2.0
The policy outlines a phased strategy to replace all CNG auto-rickshaws, taxis, and light commercial vehicles with electric alternatives. Additionally, a complete shift to electric buses is planned. To incentivize this transition, the policy proposes purchase incentives for electric two-wheelers, three-wheelers, light commercial vehicles, and trucks.
Furthermore, the Delhi EV Policy 2.0 includes incentives for scrapping old Internal Combustion Engine (ICE) vehicles and retrofitting them with electric components. It emphasizes the electrification of commercial transport fleets and introduces more stringent regulatory measures.
To support the shift to EVs, the government is planning to improve the EV infrastructure. This will include a greater number of public EV charging points and mandatory installation of charging stations in new buildings and public spaces. The government also intends to offer capital subsidies for private and semi-public EV charging stations. Fast-charging corridors will also developed along major roads, including the Ring Road and Outer Ring Road.
The policy envisions creating a dedicated state EV fund to finance the outlined incentives. Funding sources for this fund will include green levies, pollution cess, and aggregator license fees.
Finally, the Delhi EV Policy 2.0 focuses on skill development and job creation in the electric mobility sector. Training programs for EV mechanics and drivers will be carried out in collaboration with the Delhi Skill & Entrepreneurship University (DSEU). The aim is to produce skilled workers to support jobs in EV sales, servicing, financing, and battery management.
