EU Commission Initiates Review of CO2 Emission Standards for Cars and Vans
The European Union Commission has launched a public consultation and calls for evidence regarding the review of EU CO2 emission performance standards for new cars and vans. This move is part of a broader effort to evaluate and potentially revise the existing regulations, which are crucial to the EU’s climate neutrality goals by 2050.
Importance of the Automotive Sector
The automotive sector plays a vital role in the EU economy, contributing €1 trillion to the GDP and providing approximately 13 million jobs, both directly and indirectly. This includes around 3 million jobs related to manufacturing. The sector is seen as critical for the EU’s industrial competitiveness, decarbonisation efforts, and the transition to clean energy.
Current CO2 Emission Standards
The current CO2 emission performance standards for new passenger cars and vans registered in the EU market are governed by Regulation (EU) 2023/851, which amended Regulation (EU) 2019/631. These regulations aim to reduce greenhouse gas emissions, promote the adoption of zero-emission vehicles, and stimulate innovation in clean technologies. This, in turn, is expected to strengthen the sector’s global competitiveness and support the creation of quality jobs within the EU.
Objectives of the Review
The Commission’s review seeks to gather public and stakeholder views on the scope and direction of the evaluation. It aims to create a robust evidence base to inform the review, taking into account technological advancements and the need for an economically viable and socially fair transition to zero-emission mobility. The review may also simplify rules and reduce administrative burdens where appropriate.
Review of the Car Labelling Directive
In parallel, the Commission is reviewing the Car Labelling Directive to better inform consumers about CO2 emissions and fuel efficiency when purchasing new vehicles. This review aims to support manufacturers in meeting their CO2 emission targets and increase the deployment of zero-emission vehicles in the EU. The review will build upon the findings of the Directive’s evaluation, published on June 4, 2025.
Public Consultation
EU citizens and stakeholders, including industry representatives, small and medium-sized enterprises, business organisations, and civil society, are invited to submit their views through the Have Your Say Portal until September 29, 2025. The feedback collected will be instrumental in shaping the Commission’s evaluation and review of both the CO2 emission standards and the Car Labelling Directive.
